ব্যাংকার্স ওয়েলফেয়ার অ্যাসোসিয়েশন বাংলাদেশ (বিডব্লিউএবি) বাংলাদেশ ব্যাংকের কোভিড ১৯ এর সংকটময় পরিস্থিতিতে (করোনাকালীন সময়ে চাকরিচ্যুত ব্যাংক কর্মীদের বহালের নির্দেশনা) ব্যাংকের কর্মীদের কর্মস্পৃহা অটুট রাখার স্বার্থে দেয়া নির্দেশনাকে সময়োপযোগী পদক্ষেপ হিসেবে উল্লেখ করে এর উচ্ছ্বসিত প্রশংসা করেছেন। আজ শুক্রবার (১৭ সেপ্টেম্বর, ২০২১) ব্যাংকার্স ওয়েলফেয়ার অ্যাসোসিয়েশন বাংলাদেশ (বিডব্লিউএবি) এর প্রেসিডেন্ট কাজী মো: শফিকুর রহমান স্বাক্ষরিত পাঠানো একটি বিবৃতিতে বলা হয়েছে - গতকাল বৃহস্পতিবার (১৬ সেপ্টেম্বর) বিআরপিডি সার্কৃলার নং - ২১ এর মাধ্যমে কোভিড ১৯ এর সংকটময় পরিস্থিতিতে ব্যাংকের কর্মীদের কর্মস্পৃহা অটুট রাখার স্বার্থে নিম্নলিখিত নির্দেশনা দিয়েছে কেন্দ্রীয় ব্যাংক। ০১/ সুনির্দিষ্ট ও প্রমাণিত কোনো অভিযোগ না থাকলে কর্মকর্তা-কর্মচারীদের চাকরিচ্যুত না করা। ০২/ কোভিডকালীন শুধুমাত্র লক্ষমাত্রা অর্জনে ব্যর্থতা বা অদক্ষতা কারণ প্রদর্শন করে কর্মকর্তা কর্মচারীদের চাকরিচ্যুত অথবা পদত্যাগ করতে বাধ্য না করা। ০৩/ ২০২০ সালের ১লা এপ্রিল থেকে চলতি বছরের ১৫ সেপ্টেম্বর পর্যন্ত ব্যাংকের যেসব কর্মকর্তা কর্মচারী সুনির্দিষ্ট ও প্রমাণিত কোনো অভিযোগ না থাকা সত্ত্বেও চাকরিচ্যুত হয়েছে কিংবা পদত্যাগ করতে বাধ্য হয়েছে, তাদেরকে (আবেদন প্রাপ্তি সাপেক্ষে) বিধি অনুযায়ী চাকরিতে বহাল করার বিষয়ে প্রয়োজনীয় ব্যবস্থা গ্রহণ করতে হবে। এছাড়াও ২০২০ সালের ১লা এপ্রিল থেকে ১৫ সেপ্টেম্বর ২০২১ পর্যন্ত যেসব কর্মকর্তা কর্মচারীদের চাকরিচ্যুত করা হয়েছে কিংবা যারা চাকরি থেকে পদত্যাগ করেছেন, তাদের তথ্য আগামী ৩০ সেপ্টেম্বরের মধ্যে পাঠাতে বলা হয়েছে। ব্যাংক কোম্পানী আইন, ১৯৯১ এর ৪৫ ধারায় প্রদত্ত ক্ষমতাবলে এই সার্কুলার জারি করা হলো জানিয়ে এ নির্দেশনা অবিলম্বে কার্যকর করতে বলেছে কেন্দ্রীয় ব্যাংক। এতে আরও বলা হয়েছে, আমরা ব্যাংকার্স ওয়েলফেয়ার অ্যাসোসিয়েশন বাংলাদেশ (বিডব্লিউএবি) এর পক্ষ থেকে বাংলাদেশ ব্যাংকের এ সময়োপযোগী পদক্ষেপের জন্য উচ্ছ্বসিত প্রশংসা করছি। সেই সঙ্গে মাননীয় গভর্নর ফজলে কবির ও বাংলাদেশ ব্যাংকের কর্মকর্তাগনকে ধন্যবাদ ও কৃতজ্ঞতা জানাচ্ছি। সন্দেহাতীতভাবে এমন পদক্ষেপ সকল ব্যাংকারদের মধ্যে উৎসাহ উদ্দীপনা সৃষ্টি করবে এবং ব্যাংকারদের মধ্যে নিয়ে আসবে কর্মচাঞ্চলতা। ব্যাংকার্স ওয়েলফেয়ার অ্যাসোসিয়েশন বাংলাদেশ (বিডব্লিউএবি) মনে করে বাংলাদেশ ব্যাংকের এ নির্দেশনাসমূহ বাস্তবায়িত হলে ব্যাংকিং সেক্টর এ ইতিবাচক প্রভাব পড়বে এবং ব্যাংক কর্মকর্তাগন নিরবচ্ছিন্নভাবে ব্যাংকিং সেবা প্রদানের মাধ্যমে দেশের অর্থনীতির চাকা সচল রাখতে বলিষ্ঠ ভূমিকা পালন করবে।

Bangladesh Bank (BB) yesterday asked banks to reappoint bankers who were sacked without any specific and proven charges. The central bank also directed banks to refrain from terminating employees without valid reasons. Bangladesh Bank issued the directive after it received allegations that some banks sacked some of their employees without specific and proven charges. It was done on grounds of inefficiency and failure to attain targets. And in some cases, bankers are not given their due benefit after resignations, said the central bank in a circular sent to chief executives of banks. Bangladesh Bank said it directed banks in 2020 to create an environment such that bankers feel motivated to work for implementation of the government declared stimulus package and revive the economy from the damages caused by coronavirus pandemic. Bankers are acting as frontline workers to implement the packages and keep the economy running, said the BB, adding that many bankers suffered from Covid-19 infection and many died. Under this circumstance, bankers will be in panic. They will lose their mental strength and work motivation, said the BB. As a result, meritorious and experienced people will be reluctant to join the profession, which will have a negative effect in the long term, said the central bank. The BB asked banks to refrain from sacking bankers or forcing them to resign on grounds of failure to achieve targets and inefficiency. It also suggested that banks rehire those who were sacked from April 2020 to September 15 this year without any specific reason.

Central bank seeks details of all employees who were dismissed or forced to resign after March 2020. The central bank has directed commercial banks to reappoint the employees they laid off or forced to resign during the coronavirus pandemic. Necessary steps have to be taken to reappoint all officers and employees of a bank, who were dismissed or forced to resign from April 1 last year to September 15 this year despite having no specific and proven allegations, said a Bangladesh Bank circular issued on Thursday. The banks have also been instructed to provide information on all laid off employees between that period by September 30. According to the circular, banks cannot lay off employees without any proven complaints. The circular was issued in compliance with Section 45 of Bank Company Law 1991, effective immediately, said the Bangladesh Bank According to it, laid-off employees complained that they were fired or forced to resign without any evidence-based complaints. The central bank said that the move to lay off employees is likely to make bankers lose confidence in the profession and discourage talented people from joining banks, making the sector suffer in the future. Bangladesh Bank also issued directives that no one can be fired or forced to resign only because of failing to meet a target. According to central bank sources, a total of 3,313 employees from six private banks resigned between January 1, 2020, and August 9 this year. Of them, 3,070 resigned voluntarily, even though they had not reached their retirement age and another 201 people were removed, 30 officers were sacked and 12 others were laid off. Meanwhile, Association of Bankers, Bangladesh (ABB), an organization of banks’ managing directors, claimed that they laid off some employees in compliance with the rules, in spite of the face that Bangladesh Bank found the number of resignations and dismissals within a span of 19 months unusual. Earlier, the central bank heard allegations that banks began layoff of employees in the wake of the Covid-19 pandemic. Later BB sent investigation team to six banks to verify the allegation.
